He studied theater at the Faculty of Medicine and at the Istanbul Technical University, Department of Mechanical Engineering. Necmioğlu, who is one of the founders of Halk Oyuncuları, also worked as general art director and acting in this group. In 1980, TRT's first color film was directed by the "Forest", which could not be published because the negatives completely disappeared. Necmioğlu, the Mayor of Beyoğlu in 1999, could not win the elections. Tuncer Necmioğlu was taken into custody in 1985 while he was working at the State Theater. He was interrogated for 17 days.
